Link to Aki's FAQ instead of duplicating it on loo website

At https://mc-stan.org/loo/articles/index.html we have a Cross-validation FAQ. This is basically the same as the one on Aki's personal website. We should just link to Aki's website instead of trying to keep both places up to date.
