Feature Request: Support Global Discount on Products in Network / Multisite Membership Environment

A user is requesting support for a multisite environment where memberships are all managed at the main network sites. The user has WooCommerce set up on several sites in the network, but the global product discount is not applying to the shops on the subsites.
