This PR integrates Langfuse into llm_qa to add tracing of LLM workflows, including spans, latencies, errors, tokens, and costs. It also introduces a new base class llm_action_planner_base to centralize common logic and provide a shared interface for planners. Minor refactors were made in llm_qa to adopt the new base class and emit events to Langfuse.
