add new TV spectator mode

This is a third TV spectator view mode where you can watch soccer matches a bit like a TV program.
It can only be enabled if the game finds the tag in the scene.xml file

Please provide a .zip with a soccer track that has been updated to support the TV camera to ease testing of the feature. :)

Also, this change will require a change to the blender scripts for soccer field makers to be able to make use of the feature. I assume you've done the changes on your end, so that will have to be shared and tested too.
