Update postgres deployment files for some java services: Systems, Apps, Notifications and Jobs.
This is being done as part of the switch in the Tapis Jobs service from using the tapis-jobsmigrate module to using
DB init and migrate scripts similar to those being used by other Java services.
For services other than Jobs the changes are include some minor refactoring and cleanup.
