Shared-java: Update TapisMessages as part of Jobs service moving to a local resource bundle. #59
Description
The tapis-jobs service is being updated to use a local resource bundle for all messages specific to the Jobs service.
Shared messages are still in TapisMessages.
As part of the update many messages can be removed from TapisMessages. Also, some messages are being renamed for consistency.
