Allow to force parallel mode (under an option)

Ignore `is_parallel` and `fragile` suite.ini options when the test-run option is provided. It would be useful for reproducing a flaky test fail.

The only variant of the option name that comes into my mind ATM is `--force-parallel` (which looks quite good).
