Set up projectIds in community deployment #61
Description
We now support projectIds for tasks and for objects, and among other things that enables manipulation of tasks based on projectId-related scopes.
This epic covers taking advantage of that functionality in the community deployment, meaning that admins of a project (and anyone they delegate to) can manipulate tasks for that project.
This epic covers only community-tc, since firefox-ci-tc is not yet updated to a version that supports projectId.
