Description
To support Python3 a new terrautils container needs to be created. The current terrautils Dockerfile uses the pyclowder docker container as its base and to continue that approach, the new pyclowder container supporting Python3.6+ should also be used.
This ticket is to change the terrautils Dockerfile to reference a new pyclowder docker container which supports Python 3.6+
Completion Criteria
When a docker container supporting Python 3.6+ is available containing terrautils and its dependencies
