Create a new dashboard for registrar

For the dashboard we need to be able to:

• Create a farm
• Update a farm (update farm name)
• Get a farm
• List all farms with filters (farm id, farm name, account id, page, size)
• Create an account
• Get Account(by account id or public key)
• List Nodes with filters (node id, account id, farm id, status, healthy, page, size)
