Separate Alerts configurations page where I can enable/disable these notifications

• as a farmer I'd like to see if any of my nodes goes offline (v3, v4 -the v4 is still not merged yet-)
• as a user I'd like to know if my balance isn't enough for my workloads during the month
• as a user I'd like to know if any of my workloads' VMs went offline
• as a user I'd like to know if any of my VMs went into grace period Implement VM Status Monitoring and Alerts #1020
• as a user I'd like to know if my nodes' are being properly power managed or not e.g coming back once at least in 24 hours or taking more than 20 mins to boot up
• as a user I'd like to maybe automatically convert from tft on stellar to tfchain to pay for my contracts if needed (should be with an option that the users enable) Feature Request: Automatic Stellar TFT to TFChain conversion for contract payment #1009

• Added a new 'Notification Settings' screen.
• Integrated the screen into the app drawer navigation.
• Added a toggle switch to manage 'Node Status Notifications' preference.
• Debugging: The 'Notifications' screen is not currently displayed on the home screen.
