Wrapper rules on the opa cli.

Setup

Those dependencies must be installed in the WORKSPACE

bzlmod usage (until it's available in the registry)

Upgrade

To upgrade the opa version, run the following command

bazel run -- //tools:opa_upgrade --version <version>
