This required changing it to an android library and switching libs.androidx.annotations compileOnly to implementation.
This depends on CredentialsProvider.

This PR adds support for a new playback info endpoint. It is called through
tidalapimodule. Hence the streaming module now depends on tidalapi and usesTrackManifeststo make the call.The new logic is behind a feature flag
useTopPlaybackInfo.
