Documentation: Add guidelines on how to setup the localhost on their machines

I am a newbie trying to contribute to the opensource, but I am unable to find the correct documentation to download. The instructions are also vague and the environment they are using is unconventional. So could anyone create a documentation for that. Thanks for understanding
