Tracking the mouse

This is my first time using this script so I may not fully understand how it is designed. I have some questions about it:

1. Is the focus of the script to zoom to a general area of the screen that contains the mouse and only move when the mouse is affecting the boundary, or to lock on directly to the position of the mouse and change the bounds every time the mouse moves, effectively keeping the mouse locked to the center of the zoomed area?
2. When I think of tracking, I think of the latter, but the script seems to perform the functionality of the former. Would be possible to add another setting that enables the latter? I believe this would provide a more accurate way of transferring the zoomed area across the screen.
