Move native_typedb_artifact Bazel macro to @vaticle_dependencies #107
Description
The native_typedb_artifact Bazel macro does not belong in typedb-common which is intended as a "Java-specific commons" repository.
This rule is used by Client Python and Client NodeJS, and should be moved to @vaticle_dependencies.
