docs: "we have some community" is an understatement. #238

Please describe the question or issue you're facing with "Ubuntu project documentation".

Ubuntu has always been a very openly governed community. This open governance means that we have some community organized and run decision-making groups that help us to lead and make decisions about different elements of Ubuntu.

The Ubuntu Code of Conduct says:

We invite anybody, from any company, to participate in any aspect of the project. Our community is open, and any responsibility can be carried by any contributor who demonstrates the required capacity and competence.

Therefore, saying "we have some community organized and run decision-making groups" is a massive understatement. The essence of Ubuntu is that it is entirely community managed.

I suggest rewording this to: "This open governance means that we are community organized and run decision-making groups to help us to lead and make decisions about different elements of Ubuntu".
