Add seed-management and germinate pages

[s-makin]

This PR adds content from the seed management wiki page and the related germinate wiki page.

• Converted to Markdown in: staging/seed-management.md and staging/germinate.md
• Seed management page contains a lot of outdated content which will be addressed in a followup issue
• I have preserved the list of dependent pages that we may want to migrate to ensure cross-refs are maintained. This list can eventually be deleted.
• Germinate page contains conflicting instructions that need to be clarified in a followup issue
