Description

As discussed in #232, some parts of the tooling section of the Rust FAQ were not Rust-specific, and so are better located in the generic setup documentation.

Thank you, @karljs. Now that I'm looking at it, I'm thinking it would be nice to have this overview of tooling as a separate article/page under the "Getting started" section. That way this reference/explanation stuff isn't cluttering the practical howto where the installation and configuration is described.

Could I please bother you to add it as a separate "Understand the tools" article into docs/contributors/setup/?

(Apologies for not having thought of this before.)
