Description

Do not merge until we have the approval of the Rocks team!

Following the move of the rest of the docs from the Community Portal, the Rocks team page also needs to be moved. This PR adds the target page that the redirects will point to.

The Discourse post that fed the original rendered documentation page will not be touched (by us anyway).

The content of the page is the same (apart from clarifying some user names between platforms - please remove any you don't want to advertize). The formatting and ordering has been standardized between the HPC and Rocks pages to create a template that the remaining team pages from the wiki can follow, taking advantage of the niceties MyST gives us over standard markdown.

Hi! Everything looks good, there is one small update on the team members. Sergio has left the team so his name should be deleted from the Rocks Community council.

We would like to keep the Discourse page and have code ownership. The codeowners would be Cristovao (cjdcordeiro) and me (asanvaq).
