Adds the Ubuntu Ethos overview page. This commit copies the text from https://ubuntu.com/community/ethos at the time of this commit.

Big +1 from me, this looks great - I like how this is now organised the same way as the original. The only difference I spotted is in the navigation menu title for the code of conduct page. I've added a suggestion for that but it's non-blocking. Leaving pre-emptive approval.

The link failing in the linkcheck isn't actually broken

Yes, linkcheck being flaky is super annoying, because it reduces my confidence in the CI results. Unfortunately, I am not sure how to address the flakiness. It has found actually broken links in the past so disabling it can not be a solution.
