This is a skeleton so far only implementing the basic service with configuration support and service handling in init scripts.
Pending transfer of actual clean up tasks from cron jobs, cache updates from client-triggered vgrid cache updates and implementation of pruning of pending requests.
The service goals are outlined in the associated milestone.
