Combine machine-specific gdas_init driver scripts into a single script

The `gdas_init` utility is being ported to more machines. (For example, see #1035). Currently, each machine has its own script, but the basic logic is the same. The main difference is how the batch submission commands are setup. Explore ways to redesign the utility.
