Enable rt on cloud #1104
Description
ufs-utils can run rt on NOAA on-prem machines, we'd like to enable rt on cloud as well.
There is also issues to run rt on NOAA on-prem machines for people outside role.ufs_utils, and people not in "fv3-cpu" account. We'd like to make it configurable, so anyone can run rt from their own account, and checkout their own branch.
