Upgrade to spack-stack 1.9.3

Spack-stack 1.9.3 is currently being rolled out and will include minor bug fixes needed by the global workflow.  There should be no major updates required to this repository other than updating the path.  All UFS-utils-dependent libraries should stay the same version.
