V14.0.0-RC4: Only drag content type group in sorting mode

Bug summary

In the current backoffice it is only possible to drag/sort a group when in sorting mode.

In the new backoffice I can still drag the group when not in sorting mode.

Furthermore the group disappear while sorting and it is missing a placeholder for it originally position as in the current backoffice.

Finally clicking/dragging in group name and sort number input shouldn't sort (or should cancel sorting) as in the current backoffice as collide with user selection in input fields.

Thanks for reporting this issue, the issue of "clicking/dragging in group name and sort number input shouldn't sort" was fixed some versions ago.
Leaving the question of limiting sorting to the Re-order mode as the open topic of this issue.
It is on purpose to enable the user to rearrange the Groups/Tabs and as well as Properties, but at the time of this reporting it was not a great experience, but now it should be an acceptable UX now. Therefor I will close this issue. But please let us know if you see how it can be improved further :-)

@nielslyngsoe okay, while working on #19515 I noticed I was still able to re-order groups/properties, while sort mode is not enabled (not sure if changes saved were persisted though).

So I was confused why it needs a "re-order" button when the groups/properties can be draggged anyway.

In the old backoffice it was only possible to drag groups/properties, when re-order button was clicked.
