Migrate bash scripts to Ruby

To make windows development a bit less painful I think we should get rid of all the shell utilities and redo them in ruby. this should also make it better for linuxes that arent debain based (like the shell script assumes) and get rids of the dev dependency for faketime (which should be replaced by a cross platform Ruby library)
