[Outreachy Task Submission] Make Survey Page Fully Accessible (Screen Readers and Keyboard Navigation)

Description
Currently, the Survey Page is not fully accessible. The following are the accessibility issues identified with this section:

Survey List

• Focused survey item doesn't respond to enter keyboard event
• On Bulk actions, checkboxes do not respond to enter keyboard event

Add Survey

• On add field, the field items do not receive any focus at all when navigating with the keyboard. The focus keeps jumping between "close modal" and "cancel"
• Toggle Switch doesn't react to keyboard events
