[Feature]: volta package.json support

1. Your usage scenarios?

We have a few developers that are still on volta since they only do NodeJS stuff. I want for my own machine something that supports the same configuration along with Java stuff that I do.

2. What is your expected outcome?

It reads package.json if present and uses that to determine what version of node to use.
