select network graphics is picking the start features if custom tile cache map service is used as base map

HI, we have a web map with custom tile cache map service as a base map instead of esri provided basemap, and that web map has UN layers by subtype group layers. we are executing ArcFM upstream trace workflow, when the user clicks on the map for a starting point, it is supposed to identify the features below that point and show identified features using 'Select network graphics' activity and show the results in the workflow window, but no results are being identified, we are also seeing 'layer initialization error' for one of the layers (could be random), but the features are shown on the map. we are not see both of these issues if we are publishing a web map using the esri provided base map instead of a custom tile cache service. In the case of a web map with custom tile cache map service as a base map, if we are selecting another base map from the basemap picker in vertiGIS studio web, no data is showing up and the background is empty.

A ticket was also created with VertiGIS Studio (https://support.vertigis.com/hc/en-us/requests/57917) to look into this issue, I was asked to create a Github issue for the custom activity. Kindly look into this and let us know if you need more information.

@purnachand227 from the support ticket it appears that the "not implemented" activity is the "Select Network Graphics" activity from the Utility Network Activity Pack. It doesn't look like there are any specific errors attributed to this ArcFM activity pack. Also the workflow uploaded to the support case only references the Utility Network Activity Pack.

The web map with the custom tile cache doesn't sound like something that can be easily replicated. Are you able to replicate any of this behavior with vanilla services?
