RPD menu floats

What this does

changes the top part of the RPD menu to always be shown on the screen.

easier to use. you can see more things, less scrolling.

spawned RPD and messed with stuff

i'm not sure what you mean, the non floating part is already partially indented while the floating part isn't.

the second image doesn't really make it clear that there's a separation between static and moving, but if you say it is, i'll take your word for it
