[bugfix]

What this does

actually codes out the unused item functionality to its description in-game.
makes vehicles count for this too.
Closes #11240.
Closes #11241.

How it was tested

spawned other human, targeted with gun, ghosted out, possessed other human, moved and clicked relevant stuff. (while dummying out the client checks for the purpose of testing)

🆑

  • bugfix: Players can now actually disallow item use when targeting with guns. As described, this will not count for turf or HUD clicks.
  • bugfix: Moving in a vehicle now counts as moving when targeted with a gun.
  • tweak: The message the player receives on being targeted now more helpfully tells them which restrictions are or are not in place.
