chore: update dev dependencies

Update `vite-plugin-vue-devtools` to `^8.0.5` and its dependencies
for enhanced Vue.js development features. The upgrade moves from
version `^7.7.0`, incorporating improvements and compatibility with
latest tooling.

Remove `@rollup/pluginutils` and outdated dependencies facilitating
better dependency management and performance. Address `peerDependencies`
in multiple modules to resolve issues with compatibility.

Adjust submodule commits to sync updates with `vi-vue-components`
and `vi-vue-utils` projects for consistency across the codebase.
