HCIBench 2.8.3 OVA deployment is succesfull but VM does not boot into usable state

Describe the bug

HCIBench 2.8.3 OVA was deployed, and the welcome Photon OS screen appeared after powering on. After that, the boot process ends in a black screen with a white blinking cursor. The management IP is not pingable.

HCIBench 2.8.2 boots correctly and works.

Reproduction steps

1. Deploy HCIBench 2.8.3 OVA
2. Power On deployed VM
3. Watch the console (it should be black with white blinking cursor)
   ...

Expected behavior

I would expect that the boot process finishes, the management IP address is pingable and http://vm_ip/ and https://vm_ip:8443/ works.

I have experienced the issue with HCIBench 2.8.3 in my home lab but now when deploying HCIBench 2.8.3 into the production environment, it boots correctly, everything works as expected and I do not experience the bug.

It is strange, but I will try to find differences between production and home lab and come back if I find anything.
