This first stable release locks the foundational architecture for the KERNEL Registry, establishing core V-Protocols and security measures.

Key Functional Implementations:

1. V-ACE Activation: The V-Algorithm of Cyclic Execution is codified, formalizing the 5 KERNEL Actions (Initialization, Validation, Cleanup, Control, Finalization).
2. V-DAM Integration: V-Distributed Architecture Modules (V-DAM) are established, defining the system's reliance on 5 functional blocks (Storage, Adaptivity, Computation, Transmission, Core).
3. KERNEL-Balance: Structural requirements for Logical Perfection and Contextual Adaptivity are set.
4. Security & Validation: Initial GitHub Actions (SLSA and Python CI/CD) are activated to enforce V-Control and ensure Topological Invariant Hashing integrity.
