Add new spec: Storage Access Headers

Rationale

These headers are now supported by (at least) Chrome and Firefox 145. I'm trying to add the spec for browser compatibility data mdn/browser-compat-data#28256

Note, I see that there was an attempt to add this in #1494 last year.
