Improve security policies form validations

Description

We need to enhance the API policies editor form to improve the validations made to prevent a user, for instance, from creating a policy that has no effect or has actions and resources with mixed domains.
The main objective is to make the policy form intuitive and to prevent invalid or misleading policy definitions.

Tasks

• Verify that the RBAC system performs all necessary validations to prevent misconfigured policies.
