What did you expect to happen? What happened instead?

The "Setup Guide" button no longer shows the correct section. Regression after switching to showing all sections at once.

Reproduction instructions

  1. Log in as crawler
  2. Go to "New Workflow"
  3. Scroll down to another section. Observe that there's no way to view the setup guide for that section, since the button is at the top of the page.
