Enhancement: create link fragments from urls when rendering org descriptions

In many places, URLs in text are rendered as links in things like descriptions, post content, etc. We currently don't do this for org descriptions, so for example, the description for our US Government archive looks like this:

Webrecorder's efforts to archive US federal government at the end of the Biden administration. Working in collaboration with https://eotarchive.org/

Instead, it could look like this:

Webrecorder's efforts to archive US federal government at the end of the Biden administration. Working in collaboration with eotarchive.org
