Integrating Blockscout into the localnet

For different features, in particular with ZetaClient, it an be useful to have access to Blosckscout explorer to visualize the blocks, see the messages in the blocks, etc..

Example: the frequency of setGasPrice calls in the blocks after doing optimization in the gas price voting, along with visualizing the gas limit used, etc..

Since Blockscout is open source and have docs to integrate with Docker Compose, we should look into it and assess the complexity to integrate in the localnet as a optional image.
